can a Texas police department deny me the right to file a complaint against a city employee?

Yes. You don't have a "right" to have a criminal case.

Consider a civil remedy (filing a lawsuit).

Or consider calling the newspaper - if they think there's a juicy story (about corruption), they'll publish it.
