Legal Question in Medical Malpractice in Texas

Took 10 month old daughter to clinic because she had foul urine diapers I suspected UTI. The dr there didnt want to do anything because they said they would have to cath her to get a sample and since she didnt have a fever there was no reason to. Next morning she woke up with 100.7 fever. i got to her pedi at 3:15 it was 102.2. They did urine sample (by a bag) and said she had a stage 3 (out of 3) uti and they had to send it off for testing but that she also had a double ear infection. Now here is why im worried. My mom brought up that if I thought it was weird the dr at minor care looked at her private area kind of opening it up (no gloves on). Now I normally wouldn't think twice, but I never saw him wash his hands and I thought maybe he was just looking for diaper rash or such associate with a UTI. Thing is, her Pedi NEVER did that to her. He does at her normal check ups but not like spreading it all apart. Is there a need for concern here? If so, what can I do?
