Crooked rental agency

Friend wanted cntrct w. rental agcy to manage rent. prop w. spec. stips. Co. didnt include in contract-never signed by owner. Agcy allow ten. take residence at prop. w. 1 yr lease never approv. by owner. Ppl. never approved. Never signed contract w. agcy. Tried to wk w. situation, but ten. already caused signif. damage (dead lawn, lg dog never allowed by owner destr. landscape; broke things in home, etc) no eff. to maintain it. Agcy end contract w. owner when asked to resolve situation. Refuse calls, tried to bait temper for legal benefit- didnt wk. Left w. ten. he can't remove. Paying far less rent than told agcy to ask. Losing $ now. Wanted agreement to incl. listing prop. sale while ten. in it. Told ten. he'd like to talk w. them, have agent come appraise. Ppl dont return calls. Lock gate to prevent him coming, leave dog out to keep off prop. But no troub. calling when broke something to have fixed in 24h. Owner does immed. Losing so much $, no free $ to hire atty. Contacted sev., arent interested in less than 250/hr. Surely some attys help! Any you know?
