Would a resident of Texas be liable for any taxes in either state, if they sell a piece of inherited property located in Louisiana, to a Louisiana resident?

I believe a capital gains tax might be owed. It would depend on the value of the property when inherited and the sale price. You should check with Louisiana's tax office.
