Landlord lien or storage space lien

On April 6, 1992, my ex-boyfriend left his 1966 Ford Mustang at the home of my mother. He owed us $5000.00 for the cost of his schooling which was verbally agreed upon to be repaid. He was sent two certified letters: one to his grandmother in Minnesota (which was refused) and one to the home of his mother (which was returned, no forwarding address). He is not listed in the Houston area phone book, nor are any of his family members. He is residing in the Houston area though. I had considered small claims court; however, the Constable office informed me that they would be unable to serve him with papers without a physical address. I know his driver's license # and social security # and considered having an officer run the license # to find his physical address; however, I was informed that they could not do this. I was then told about the storage space lien on property that is left. The only problem that I have is that I do not have a "written" contract with him. I have a verbal contract that he would pay me for the storing of his vehicle. It is even stated in the certified letters which were refused or returned. What can I do to gain title of this vehicle which has been abandoned for over 6 years now?

http://www.capitol.state.tx.us/statutes/pptoc.htmlContact the tax assessor's office (title office) about obtaining the title to the vehicle when there is a dispute as to ownership. For about $2 or $3, they will give you the address on his driver's license and you will have to send a letter there. They have a procedure for a hearing. It may be difficult, but it is probably worth a shot...
