I put a security deposit down on an apartment when I filled out my application, and have now decided I do not want to lease the apartment, I have not signed a lease and the apartment will not be ready for another 3 weeks, can I get my security deposit back?

You need to read everything you signed. The answer will be there. If there is a dispute, then you can sue in small claims court.
