Divorcing couple have same employer. Work spaces normally a great distance apart-paths seldom cross. Recently husband has been seen in wife's area eavesdropping on her, staring at her when she has been in conversation with a co-worker, and deliberately demonstrating more than casual interest in another woman at the work place, even arranging to have lunch with her when his wife has her scheduled lunch, when he never ate at that time before. Does making her uncomfortable constitute harrassment?
