In 2003 was stop by police officer and did not have a valid drive license but had insurance but was driving my husband car and he did not have the current card was given a ticket for no insurance was able to prove but judge said since license was expire my insurance was not valid becayse I refuse to pay fine I can not renew my driver license.

I do not understand your question. Under Texas law, a no insurance conviction results in a surcharge that must be paid in order to maintain a driver's license. If you refuse to pay it, you will not get a license.
