Can an officer (on a college campus) give you a speeding ticket by shooting radar while he was driving?

Yes.
You should go to the courthouse (it may be interesting determining where you should go) and demand a jury trial on your speeding ticket. You have nothing to lose but your time; the fine they want to charge you (what you'd pay if you didn't fight it) is the MAXIMUM.
