Who gets the asset

My wife�s grandmother died and left what we believe to be a considerable amount of money. Her cousin is listed on her accounts as a signature.

Dose she get to keep all of her assets in that account?

We believe she has moved a considerable amount to her private account. Is she allowed to do that just because she has access to her accounts?

It depends on the kind of account. If this was a joint tenant account with right of survivor, or a payable on death account, then she may be able to keep it. If she was just a signatory on the account or just a joint owner with no rights of survivorship or no payable / transfer on death instruction, then her conduct would be actionable.
