a house and monies was left to me under life estate and brother is executior and i am to receive a set dollar amount monthly till death. now repaires are needed on house that i am not living in can brother pull monies from my inheratiance with out permission any repercussions or permission I am not asking him to do this ?

Who is living in the house? Are they paying you the rent you are entitled to? In the real world, the rent (or occupant) should take care of the repairs. I can't answer your question because it would depend on the terms of the will. You should contact an attorney to protect your interests if you believe your brother is mis-handling your money.
