If the co Trustee is not cooperating by distributing to the beneficiaries the wishes of the decreased can the majority of the beneficiaries remove this Trustee as stated in the Living Trust.

If there has been a breach of a fiduciary duty or the trustee has a conflict of interest between his duties and his self-interest, the Chancery Court can take action to protect the beneficiaries, including awarding damages against the co-trustee.
