Legal Question in Workers Comp in Texas

I was hurt on my job have 3 witness ,

2 of them had to help me due to the fall

cause it knocked the breath out of me ,I asked for a copy of the witness report from h r as iam having to fight an impairment rating

and they will not pay for surgey on my hand or take care of my back I was told I could not have it . its been

over 7 months I just found out no one talked with any one that saw me fall on plasic in warehouse , so what can I do cause the 3 witness are willing to say what they saw and had to do for me.
