Who or what area has jurisdiction over my daughter?

I, live in Georgia with my son and was just divorced from my husband last week by publication. The judge said that he did not have jurisdiction over my daughter who lives in Turkey with her father. My daughter was born in Japan, she has never lived stateside.

I want custody of my daughter, what state has jurisdiction over her? And how can I get custody? She is five years old now.

Dear Madam, I could not understand why the divorce judge mentioned that he had no juristiction over your daughter but according to Turkish Law you do have the right to go to the court for your daughter's custody in Turkey.

To do that you will have to go through the recognition procedure of your divorce decree and you will demand the custody.
