e-mail lottery

I have won a e-mail lottery, 850,000.00Lb. I was ask to pay 825.00 for services which I sent, which as a result my winnings was place in a Bank in YorkShire U.K. I was issued a suspense account with a pin number. Now they want me to pay over 4000.00 USD to make a transfer. This was never discussed until after I tried to make a transfer. This is supposively to cover transfer code cost. Hidden cost, where can I go with this.
