can company A carge company B to remove and rebuild a structur for labour and materials with out informing company B that the structor was not up to their standad without contacting them first.?

Business ethics demand that the notice of dissatisfaction of the fact that Company B has not constructed the structure in line with the approved quality specifications and quantity measurements specifications, should be communicated to Company B who has the "first right option" to demolish and rebuild the structure, without seeking any additional costs.

If Company B fails to abide and comply, Company A should seek recourse of law.
