Providing Police Evidence

I recently received a Notice of Intended Prosecution from the police regarding my vehicle doing excess speed, I have return the form stating that I am the owner of the vehicle but unaware of who was driving, the police have written to me and asked who drives my vehicle. Am I required to provide this evidence? Surly if I supply this I will be incriminating someone, is this against my human rights?
