is there a law against posting photos of people without their consent even. does who owns the photo matter or who it is of?

The copyright in a photograph that is commissioned and paid for vests in the person who commissions the photograph. Otherwise Copyright vests in the Photographer who can deal with the photograph, subject to various restraints on publication if the photograph was taken on clealy a private occaision or constitutes a performance or possibly if it infringes Data Protection principles.
