Legal Question in Family Law in United Kingdom

My husband & I split up over a year ago, he lives in England & I live in Scotland, my oldest child who is 17 accompanied the other two on the train to see their dad, now my oldest child doesn`t want to go down anymore & my ex now says if I don`t allow the other two kids to go on the train themselves he`ll take legal action, the kids are 14yrs & 3yrs & I think over 2hrs on a train with a toddler is alot to ask any 14yr old, so please can you tell me if I`m being silly or if it against the law to allow a 14yr old to look after a 3yr old on a train. Thank you very much
