Legal Question in Family Law in United Kingdom

My ex partener has taken our son for a weekly visit and failed to return him to me as agreed and is now refusing to allow me access to my child, untill court action is in place and he is ordered to allow me access, I have never restricted his contact on the contrary i have even at time forced him to take him, and allowed his parents full access above and beyond what i am obliged to do, is he acting illegally what is my recourse he threatens to have me arrested if i attempt to see/re-take my child? He claims i have threatened to abscond with my child which is a lie i have in the past months ago mentioned/ discussed, that i may consider moving closer to my family as i am struggling financially as he after the fisrt three months refused to contribute financially, this was by no means a threat but the reality of my situation.

He claims he fears neglect which is fabricated, my son has a rash, for maybe three weeks which is being treated and is healing.

Please advise can he prevent me fro 1) re-taking residency of my child

2) fair accesss to my child and if i can have access what is to stop me doing as he has done for fear of him once again 'kiidnapping' for want of a better word my son?

This is a terribly distressing and worrying situation on which immediate action must be taken. It is imperative that an immediate application be made to the Court and a Residence Order obtained to secure the well being of this child.
