It is not the date on the letter that is important, but the date on which you received the letter. Depending on whether you are appealing from within the UK or from outside the UK (e.g. for visa refusal) you will need to calculate either 10 working days from receipt of the refusal, or 28 days from the date of receiving the refusal.
