Hosting 3rd party software

I would like to know if it is legal to host 3rd party software in my website and provide its download free of charge (the same like download dot com website).

If the software is offered on a free basis and there are no restrictions from the owner, you're likely to be okay. You should carefully read any TOS accompanying such software. Anything that's offered on a sale or pay-per-download elsewhere is almost certainly not.
