Legal Question in Business Law in Utah

We purchased a car from a auto auction in Utah, we live in Idaho. The business clearly stated in the advertising of this car that it had a key with it. When we won the auction to pick up the car, there were no keys with it. The General Manager of the facility told us that there was nothing he could do as sometimes parts of a vehicle come up missing. In their T's and C's, it does state that if a picture of a car has keys in it that they do not guarantee that the keys will be with it. I understand that, but what about when they advertise that there were keys with it and they do not produce the keys. Do we have a legal case with them to take them to court to at least be refunded the amount to purchase keys?

You can always sue for the cost of the key, but for the hassle it might be simpler to just get a key made.
