What is Arbitration, and how can it be used againest a person on a cell phone debit and is there any recourse when the debit is being desputed?

Arbitration is a voluntary process where the arbitrator attempts to get the disputing parties to agree. It is not binding, unless an agreement is reached and signed. BTW you owe a debt. A debit is a deduction from your account. It is a dispute, not despute.
