Legal Question in Criminal Law in Utah

I am being harassed by my father in law. My fiancée went with them so she can go on vacation, and they have took her phone and instructed everyone not to let her use a phone or computer. The thing is that my fiancée is 18 and she very afraid of her dad, he has been calling me telling me that his going to kill me and my family. I have call the police, but they won't help. I have video and audio proof of whats happening and have been recorded the times he has called. He is a ex drug addict and he has guns and even live grenades. I have witnesses willing to say that he is capable do doing and hes very dangerous. I have talk to my fiancées cousin and she is going to go get her, because she knows that she doesn't want to be there. I know when he finds out hes going to go insane and do something. Please I need help and I don't know what to do. I am located in Utah and live 4 hours away from her dad and she was living with me. The cops said that it's not a big deal because of the distance, but I know him very well and hes known to do crazy things. What can I do? I need to get him away when my fiancée comes back and need him to leave us alone.

You can go to the court and request a protective order. However, that is only a court order, it can only be enforced at the time he is violating it.
