Child's use of cell phone controlled by parent

I am a divorced mother of 3. If I own and pay for my kids' cell phones, does my ex have the right to ban them from bringing them to his apt? My ex has only a cell phone, no land phone. Also, my ex leaves the kids

alone in his apt while he goes to work and other places and takes his cell phone with him, leaving them with no phone. Does he have the right to not allow the kids access to their phones which I pay for?

The court orders decide what rights exist. If your ex is being unreasonable by not allowing them to have their phones, you may need a court order to force him to allow it.
