What is the standard used by the court to first reopen and then second to re-determine issues of custody from a divorce case?

Re: custody

The party seeking a change must show the Court that there has been some change in circumstances which warrant filing a change of custody. The changes need to be "substantial" - meaning some facts which are sufficiently significant to warrant a change of custody.
