Legal Question in Medical Leave in Utah

Availability of "FMLA" to be used for adult sibling care.

A co-worker has requested FMLA leave to care for her adult brother diagnosed with terminal cancer. Her sister-in-law apon hearing of the diagnosis filed for divorce leaving him alone with their children. My co-worker took her brother into her home to care for him during his illness and has requested a leave of absence but was denied. Can the "FMLA" be cited and used in this situation.
