does an employer that enforces a drug testing policy required to do a pre-employment test

Pre-employment drug tests are optional with the employer. They are not required to do so (in some cases, like government contracts work they may be required to do so) in most cases but if they have a drug testing policy they will probably have a pre-employment test.
