pay and insurance

can a employer make you participate in a wellness program? and if you do not charge you for a portion of your insurance? When I was hired on the agreement was that my insurance would be paid for me and my family. can they go back on this? this is a city government.

Absent a written agreement you cannot be compelled to participate in a wellness program. However, Utah is an "at will" employment state, and you can be terminated without cause.
