Legal Question in Real Estate Law in Utah

I have asked a neighbor to remove some ivy (English I think) that they have planted to cover the back of my garage. Please understand that I do not like to look at a block wall when I am in my back yard either. But I understand that older structures can weaken and restoration can be costly. Today's mortar is fortified with cement, not the same on my 60 year old structure, ivy has started to creap under some combed cedar and into my garage, and has covered the window and is blocking the small amount of light the comes in. Please tell me that it is my garage and I have a right to protect the structure. I should point out that I live is a mature area that was established in the 50"s. I have other concerns about the same neighbor and others planting tall growing trees (pines) directly under power lines.

If they do not follow through, I may need to get some help.

You can require the neighbor to remove the ivy. If he refuses to do so, you can remove from your garage. If he wants to grow ivy, he can set up a trellis.
