LDS church built to close to private property

The LDS church has built a pavillion to close to my son's property. The city, county inspector and planning and zoning will not say if they gave them a building permit. The man that is over this area of the city has told my son that the church has violated several ordinances. No one will help my son and daughter in law with this, and the church says that it will cost to much to move it. They offered to put a block fence on the pavillion site and said that they would put mature trees between the pavillion and my sons fence. (there is no room for mature trees to be put there) My son is being taken advantage of and we are all tired of it, but don't know what to do. Can you offer any advice?
