New home has poured concrete driveway into the my right of way. Bldg inpectors say they can't enforce removal of driveway.How do I place a lien on their property until blockage is removed and right of way is accessible?

You have to sue the home owner and its contractors for trespass. Get the property line verified, survey if necessary. Once confirmed, then give certified notice to owner and contractor that they have XX days to remove the offending material, or you will have it removed and hold them responsible for the costs. If no action within the time, then remove it and sue them for your costs.
