Legal Question in Real Estate Law in Utah

What are the limitations of an estate executor? My sister is the executor of our faily estate (farm ground). She is willing to sell the property to my brother even though I have offered more money. I have the money in cash to purchase the farm immediately . She,the executor, refuses to talk to me even after numerous emails and calls. There are also numerous offers for more than me or my brother can match she refuses to meet with them.

What if any options do I have.

If the estate is in court you can file an action before the probate court. If not in court, you can file suit to compel the estate to sell to the highest bidder, assuming that the terms are similar.
