my neighbor is putting in a driveway where there was a lawn, in doing so he lowered the ground and now has to put up a retaining wall to keep my yard from sluffing off and he wants me to pay for it.

I assume that your question is whether you have an obligation to pay for the retaining wall. Without an agreement to the contrary, i.e., you agreed to share costs, you have no obligation to pay for his project.
