Does Neighbor Have Right to Water From My Pump?
I have an irrigation pump that I use
to water my property. I have allowed
my neighbor to tap off my pump to
water his property. The neighbor has
since moved. I have allowed the new
neighbor to use the pump. Our
relationship has soured and I no
longer wish to share my pump with
him. May I unilaterally cut him off?

Yes, unless there is some writing which allows him access.
