I know a police officer can "target" one speeding car for a violation and not another. However...

Can an HOA selectively enforce the CC&R's and target a resident when they do not follow a particular CC&R?

HOAs must follow their rules uniformly. They may not target one member without enforcing against the other members. The HOA must follow all of their rules.
