Legal Question in DUI Law in Vermont

my fathers DWI case
why should my father have to serve 5-15 on a DwI? There was a person with the same charge as my father an he walked out of the court house the same day. and another girl well 2 girls have killed someone in DWI cases and thier still driving.??
