on what grounds can u place a restraining order on someone?

Would appear to depend upon what kind of restraining order you're referring to,

i.e., one for civil protection or for some other activity to which you object

which you believe warrants a court issuing at least a TRO (temporary restraining order) against the individual allegedly perpetrating (or withholding) the activity at issue.
