Legal Question in Civil Rights Law in Virginia

My daughter's high school has a no cellphone zone policy. Ok, l understand that. However, do the teachers/administration have the legal right to check the student's phone and read saved texts and view pics? This seems to be crossing the line.

Probably not, but why not take it up with the school principal, or, if necessary, the school board itself?
