Legal Question in Civil Rights Law in Virginia

rowdy neighbors

I live in a trailer park and the occupants that live in front of me own their own land but, you can't sleep from them running 4-wheelers late hours, kids can't sleep from it, and you can't bring family or friends over because they act so ignorant. The law is tired of being called on this matter. We also live on the Virginia/Tennessee line. What do I do?
