Child obscenity

This guy i was recently talking too, showed me pictures of girls; they were ages 5 all the way up to 16, they were provocative poses, such as; spreading their legs, being almost naked, wearing thongs, etc. This guy openly admitted to me that he had sexual encounters with these girls, keep in mind he is 24 years old. I''m not sure that these pictures are illegal or not considering they were not completely naked, although he admitted to selling these photos. My question is, is this illegal? and if so how can i report him?
