Non-receipt of purchased goods

I purchased something online using my PayPal account back on March 20th and have not received the goods. The payment was made and received by the seller on the 20th. I was finally sent an incorrect order, which I then had to return to the seller at my expense, and when I questioned the seller yet again today, I was given more run-around saying the correct order would be shipped. Is there any recourse for this since the sale was around $70 The Seller is in RI and I am in VA.

You should make your objections/claims known to PayPal, which I believe now automatically insures every purchase made via PayPal up to $500. They may also have a mechanism in place for dispute resolutions.
