Help with website terms of service

I am a fantasy/adventure author and in promoting my books, I run a community website. This website allows people to submit artwork and stories (fan-fiction/fan-art) to the site based on the World I created for my books. Effectively, by participating in my website I am encouraging my readers to help build and add to the history, society and culture of this world.

I want to have an open community where people can submit artwork and stories and then other members can take the ideas and concepts from one person�s submission and incorporate it into their own artwork or stories. Basically what I would like is that any content that a member submits to the site can be used by other members within the site. That way people still maintain their own copyright over there work but are giving license for other members to use their submissions and contributions in other parts of the site.

I would also like a form that I can use for people who want their content to appear in the ''official'' library of the site, which contains all of the content I use to write my published work. I need something that grants me license to freely use refrences to characters or events they submit in my published works. Where can I get help in drafting this?

Any local attorney in your area who does IP (Intellectual Property)law should be able to draft the kind of "cyber-license" to which you've alluded and that each user of your site would apparently need to accept as a condition of participating in your site.
