I don't understand the question. But I need to explain.

I am guessing but I think that what you are asking is how do you serve NOTICE on the County before suing?

It is a requirement before you file a lawsuit against the County that you first serve NOTICE on the County of your demand.

All you need to do is write a letter to the Chairman of the Board of Supervisors, although you should send a copy to the County Attorney as well.

The point of making demand is to give the County a chance to respond and make the situation right before going to court about it.

So you should explain everything about your claim and why the county should do what you ask and clearly identify what it is you want from the County. They should have the chance to fix it before you to take them to court about it.
