Mechanics Lean

Can a contractor who quit working on your project put a mechanic's lean against me, when i do not even have a construction loan. Also if they submit a bill to me don't i have a legal amount of time to pay that bill (30day)?

A construction loan is not a requirement for a mechanic's lien. Essentially, any amount owed for materials or labor provided to improve real estate forms the basis for a mechanic's lien. If the contractor stopped work, the question is whether you owe money (did he breach the contract or did you, and if he breached, is he still owed something). How much time you have to pay a bill is determined by your agreement. It is likely that bills are due upon receipt.
