Legal Question in Credit and Debt Law in Virginia

When I applied for a job with the sheriff's office (Loudoun County) I was forced to sign a training agreement stating I would reimburse the agency the money for the academy if I left the agency before 1 year (if i didnt sign it I would not be considered for the job). I was hired and worked at the job for 6 months after the training and I left for a better job. Multiple people have left the agency and have not been forced to repay the money. I received a letter stating that they are going to take me to civil court if I dont pay them 2500.00. Does the agencies past practices (not forcing people to pay when they broke the "agreement") preclude me from paying the monies? Does a "training agreement" constitute a legal contract or promisary note?

I would answer no to the first question and, yes, to the second as to whether the

agreement described is an enforceable contract(in my opinion).
