Public Defender in Civil Case

I am the defendent in a civil warrent in debt, and I am not it a position to afford an attorney, so that I can offer the creditor more money, is there any way to use a public defender in a civil case or is that only in a criminal case

Public defenders are normally available

only to defend those charged in criminal matters.
