In Va If personal property is abandoned for over a year, can it be sold to recoup money owed by the owner?

Since there is no strict definition in the Code of Virginia (as far as I am aware)

as to when and under precisely what circumstances such property can legally

be considered as "abandoned", someone who decides on his or her own to

sell such property to recoup an alleged debt owed, does so with

some risk of incurring liability for such action (in my opinion).
