I am writing a promissory note to be signed from someone residing in D.C., while I live in a Virginia. Will there be any problem enforcing this? I.e., can promissory notes be enforced across State lines?

Yes, they can be enforced across state lines, The key to their enforcebility is making sure

that the promissory note has been properly drafted and contains all of the key elements

concerning such a note and to the extent possible there are no ambiguous phrases that could detract from the note's overall meaning.
